The Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) will be structured as a 10-year, multiple-award, indefinite delivery, indefinite quantity vehicle.  SHIELD will enable rapid procurement of cutting-edge capabilities spanning research, development, testing, integration, production, and sustainment. Through this new contract, Missile Defense Agency intends to maximize use of digital engineering, open systems architectures, model-based systems engineering, and agile development processes to modernize the entire acquisition pipeline.

HERNDON, Va., December 3, 2025 /Newswire/ — IT Partners, Inc. (ITP), a leading provider of Mission Support, SAP Services, Software Development and Integration, Modernization and Transformation, and Cybersecurity services to the DoD, Federal Civilian, and Intelligence Community Sectors, announced that it has been awarded a contract by the Missile Defense Agency for its Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) initiative. SHIELD will be structured as a 10-year, multiple-award, indefinite delivery, indefinite quantity vehicle, with a $151B ceiling. ITP was selected as part of the first phase of the Missile Defense Agency’s SHIELD awards.

Through this new contract, the Missile Defense Agency intends to maximize use of digital engineering, open systems architectures, model-based systems engineering, and agile development processes to modernize the entire acquisition pipeline. The contract is closely aligned with the objectives of the Golden Dome initiative, a multi-layered defense architecture intended to deliver continuous protection against a wide spectrum of evolving threats.

SHIELD will enable faster acquisition of technologies underpinning layered homeland missile defense. Task orders under the new vehicle will be focused on emphasizing open systems design, model-based systems engineering, artificial intelligence, automation, machine learning and rapid prototyping to field capability at greater speed.
